Rules are simple, your terrain needs to have believable conditions. They are not required to be realistic due to the fantasy element, but they need to be believable and understandable. They require a designated temperature, time, scenery, weather conditions, all of which draws a strong visual for the participants. Below will be an easy example for a Desert terrain
Thin shrouds of sand could be seen blowing across the clear desert. Small dunes raising up and down like the waves upon the ocean as the moonlight fell from the sky. The sky was clear without a cloud in the sky, giving way to the tapestry of stars which sparkled in the ebony night sky. It was cold, well below freezing at a chilling -20 F, gripping any ill-clothed travelers in it's freezing winds.
It's a short desc, but its enough to see there is nothing but sand, it is extremely cold, it is night time, but the clear skies make the desert well illuminated. Of course areas like forests will have more desc and will require more creativity.
